The goal is to be able to hit the smallest target possible at any given range. The farther the range the more difficult this becomes, and the more the proper gear (ie ammo, scope, rifle) come into play. To hit a 1 MOA target at 1000 yards "consistantly" is quite a challenge and a very difficult task to acheive. And if you can do this, you are one hell of a shot! Just look at the F-Class score results. To put 80% of the rounds within a 2 MOA target in windy conditions is exceptional shooting, and as I said before, very difficult.
